Preheat oven to 350 degrees.
Heat 2 tablespoons of oil in a medium sauté pan over medium heat and add the garlic. Sauté 1 minute and then add the onion and peppers and sauté until just soft. Let cool.
Whisk together basil leaves, parsley, and eggs in a small bowl, and then add the salt and pepper. Combine the parmesan cheese and breadcrumbs in another small bowl. Thoroughly combine the meat, herbs and eggs, parmesan and breadcrumbs, the Worcestershire sauce, vinegar, and remaining tablespoon of extra virgin olive oil in a large bowl using your hands.
Pack half the meat mixture in an oiled loaf pan, scatter mozzarella chunks over the meat, and then top with the remaining meat mixture. Pour marinara over the top, making sure to spread evenly.
Bake for 50-60 minutes or until an instant-read thermometer registers 160 degrees in the middle of the meatloaf. Remove from oven and allow to rest for 5 minutes. Slice and serve.
